28 is still a C tequila remember its almost always the "C" players that make the biggest difference.

I didnt found a city. I had to conquer a ghost to assure my position. Plus it'll serve as a great way of me getting BP seeing its on a Venom filled island. It'll give me enough to conquer a 3rd city quicker. Well thats the plan anyway
