I want to restart on a world and I found the restart button under the settings tab, but wasn't sure if when I push it will it restart just that world or all of the ones I'm in. Hope someone answers, thanks.

If I want to completely quit my first city on a world, do i hit the Delete Account button, or will this delete my account across the board?

Deleting will only remove the account and cities on that world in which you initiate the deletion process.
Settings > Delete Account said:Only the account in this world will be deleted. Your forum account and accounts on other servers will remain active.

What happens to your city after you restart? i was told it will ghost but does it ghost at the current level that it has been developed to or does it ghost to the 175 point start-up level??
Also, how long does this process take?
Will i be able to start re-building a new city right away or is there a waiting period?

If you restart your city will be turned ghost immediately and you will be able to start building another one without any delay.
