If you would like to join in this then its really very simple.
Send 0.5 - 1k of every resource to ShRoom City and say your in and you can join.
If you manage to conquer him first you get all the resources, dictated by you whenever you would like them.
If you don't then you pay the winner 5k of every resource when he dictates.
