Why can't I buid Colony Ship ?

Hello,
I have harbor at level 20,
I have already researched Colony Ship,
But when I go to the harbor, it says:


What do I have to do to be able to build Colony Ships ?

You have met all of the building requirements, but I can see from the amounts of Transports and Biremes that you can build that you have insufficient resources (you need 10,000 of each) and possibly insufficient free population too (you need 170)

OK, I'll try to see when I will have enough resouces.

you need 10,000 of each resource and 170 population to make a CS so there lies your issue.
