WW City Ghosting Question

In a revolt world, if a ghost city ghosts on a World Wonder island at level 10, what happens:
- does the WW level drop to level 9 and another alliance can then build that WW?
- does it only drop to level 9 only if another alliance takes the ghost city?

Just the people who know please as I have my own speculations too.

If an alliance loses full control over an island, the wonder instantly drops to lvl 9 and cannot be rebuilt before the alliance has regained full control over the island. Doesnt matter if the city ghosts, player leaves the alliance or is conquered. As soon as the alliances loses full control over an island the wonder drops to lvl 9.
