Do pacts count for world wonders. Like if an alliance has control of 5/9 of the cities and another alliance who is in a pact with that alliance has the other 4/9. Does this mean WW's can be built if the World has reached the era of the World Wonders?

NO, you need all cities on an island(20) to be either empty or within your alliance.

As hasan said...you need to own ALL cities on the island to be able to build a world wonder.

pacts don't matter in WW era's. They are ALL competitors, even your allies! It wouldn't be the first time an ally turns against you to win the ww's
