You can cant occupy another farming village

Hello there,

New to the game (today) im getting the message "You can cant occupy another farming village" does senate have to be at a certain level, depending on how many farms you occupy, I only have 2 farms and senate is level 3?

Hope you can help.

To gain your 3rd farm you need a minimum of 10 units.Build a barracks and recruit until you have 10 swords then attack the 3rd farm.
