This post made me nubtasm in my pants. Not only can an alliance handle the core with 10-15 great players, but many prefer it. Deathwish and his crew of 15ish have brought worlds to their knees, and I have done the same.

It totally depends on who they are going against. 11 very good players are not going to be able to fight long term against 70+(the size of M Nation, Infectious, PMB) good to very good players.
The Stormcrows was led by great leaders, and one of them is -Horus-. With more than 40 members in a 60 cap world, many thought they would become a force to be reckoned with in Helorus. The result? 1 Op from Polish Legion, PL II, and PL III, TSC struggled to get back into the game. PL didn't even focus their offensive on TSC for a period of time. Few Ops later, TSC disbanded.
PL I, PL II, PL III aren't full. Even if we assume they are max, it will be a total of 180 members.
40:180 is a ratio of 1:4.5
11:75 is a ratio of 1:6.8
11 in a 100 cap world in the core? I will have to see it to believe it.
