Its a alliance milestone,So if you want to be a top of a core ocean you guys should have at least 100 cities in each ocean,And those milestones are mostly meant to be for the later part of the game.And comeon the way MIR and NWO are going wont be long for them to get 300 cities in each oceans hahahahhah
