I am afraid I have a quite astonishing news for you. Despite everything you seem to have learned, quaking and bolting do not conquer cities. To achieve such a major accomplishment, i.e. conquering a city, you need to actually attack it and successfully land a CS in its harbor. What? Ah... you don't know what a CS is? That long boat floating in your harbor, of course. First try to clear a city and put it in revolt. Ooh dear... yes you need to research conquest first in order to send a revolt attack. What? It's too expensive? Maybe so, but otherwise you can't take over another city. Then send your CS towards the city you intend to conquer, but be careful... it must land after the revolt turns red. What? It's to difficult to calculate? Well, I am sure that if you'll try your best you will succeed. And don't forget to send some escorting attacks with your CS. Some guys are just evil and are determined to defend their cities. Yes.... THAT EVIL!!! They won't let you to just simply take their city. Bad, bad boys, I know! As you can see, bolting and quaking cities you won't attack does not fit in this scheme. I'm sure that in time, with proper guiding, you will be able to take a city. From an inactive, of course! But hey, every good thing has to start somehow!!!
