I've always found DW to be a good person. I find you to be a forum troll however. If you don't have anything relevant to say, and you don't because you don't play here, then you should probably leave.

In other words go crawl under your rock and stop derailing a thread.

Back to the quest issue:

I have the spy on a city one just sitting there spying on me for another 3 days before I can use it as everyone is still in BP.

That has to be badly placed in the order of quests!

Find a ghost and spy on it.

Our alliance is using a ghost city for everyone to complete the quest ;)

As is Kallistei, I won't make it to easy for you - but i'll tell you to try victim finder as it is a useful tool for finding ghosts with.
