The response error message is caused by very quick actions being performed on accounts with a high number of cities. Our developers are already aware of this particular bug and are looking into solutions and improvements for responsiveness with larger accounts.

For the windows not being draggable could you send in a ticket if you haven't already so we can take a look?

Just login to the game and play for some minutes, the problem will occur. I know others who have same problem. Maybe it is tied to GRCR as it often happens when using town city sorted list

i thought that was just my browser acting up. Good to see it's a bug
