If you play a solid tactical game - it doesn't really matter. Most people, even if you send them a detailed list of actions you intend to take, cannot stop you if you know what you are doing. If the war on terror has taught us nothing - it is that you can have an organization which is comprised of cells that operate independently.
So find a couple decent players in your alliance and just coordinate with them by PM and the rest of your allinace can be comprised of traitors and it wont matter.
